dishwasher fills, goes through cycles and drains, but will not suck water into the lower spray arm to clean dishes.cleaned spray arm and and screen. still no luck

Check your water level, should be near the heating element, if not add water and check if it now works.
If not drain washer and pull off all the parts covering the pump. Remove the housing over the pump impeller and sponge out the rest of the water exposing the impeller.
Now shut door and turn washer on. Open door and check if the pump impeller is turning in the right direction, if not you have a bad pump motor.
