Soap tablet just wet, still there upon cycle completion

Hello,

Maytag Dishwasher (model listed above)

At the end of the wash cycle, the soap capsule is still there just wet and cruddy looking.
The soap door IS OPEN.

I'd like to determine if it's the cycle timer, or the pump thats bad.

Is the dishwasher getting water.

When the dishwasher fills where is the water level?

yes, the dishwaser is getting water. I have no idea how I might check the level though....
