My dishwasher started giving off a higher pitched hum than usual. I noticed the dishes, especially on the bottom are not getting touched. After trying to sneak a peek inside it appears the top arm is spinning but not the bottom. I am reading about a wash impeller and wonder if that will do the trick. If so is that all I should look at or does that usually involve a few parts.

There is check ball in the sump that is likely stuck.

You will have to disassemble the pump and see.
