Ok, so the dishwasher was not cleaning well and leaving soap in the dispenser cup. I had the water inlet valve replaced. The dishwasher seems to get plenty of water, but there is still soap in the dispenser cup and no water is coming out of the upper spray arms. What do I need to do next ,what lse could be wrong.

It sounds like there is a problem in the pump assembly.

The impeller may be separated from the motor.

You will have to take the pump apart and check it.
