Heating Element has hard water stains on it. Can I clean it with steel wool.

I suppose you could... it may take off the black coating thought. I would give a dishwasher cleaning product a try first, I've had a lot of luck with a product called "glisten" but jet-dry makes one too but I havent had any personal experience with it.
