There are check ball in the sump.

The check ball may be stuck.

Take the ball out and clean it and reinstall.

Here is a link to your dishwasher model FDB345LBB.

Just had the same problem with my Frigidaire dishwasher--the water level was ok--the however machine ran through the cycles--but the washing arms were not rotating

After investigating how the machine works, it appears the arms rotate on pump pressure circulating the water around through the arms. Since there were no motors involved with the circulation, the problem appeared to be a build up of hardwater and lime deposits. The buildup caused a drop in pressure -- without the pressure the arms would not rotate nor spray.

To solve, I ended up removing the bottom arm and trap (you may not have to do this). Then used a bottle of JetDry Dishwasher Cleaner as per instructions. I ran it through the entire cycle. Then ran another cycle with just water. I then reassembled the dishwasher with the bottom arm and the trap and ran another bottle of JetDry Dishwasher Cleaner through it again. The dishwasher now functions properly and the arms are now spraying and rotating properly. I plan on using one more bottle of the stuff--just to make sure I've cleaned out all of the deposits.
