I am buying a house and when the inspector did his inspection there was no water and drain tube connected to the diswasher. He estimated that it was cost 250.00 to install one. Why is this? I tried to find a price and what I found was 13.00 dollars.

The inspector's estimate was probably assuming that you wouldn't do the work yourself. Having a plumber tie into a water line and drain could very likely cost that much, if the connections aren't already there.

In addition - without water or drain lines connected, it's impossible to test the dishwasher. If you're planning to make an offer, I'd recommend that you add a clause that the current owner warrants the dishwasher to be in working condition, and will pay for repair/replacement if this isn't found to be the case after water and drain are connected.
