If your dishwasher is under one your old it is still under warranty.

You should call for service.

You will void your warranty if you try to repair it yourself.

Water level should be up near the heater, if not add a gallon and recheck. If now good, you may have a clogged watervalve or short fill time. Fill time should be more than 60 seconds.

Dishwasher a little over a year. GE wants $69 trip + parts+ labor!
Took off bottom arm cleaned everything, still no top arm spin. Going to
try a coat hanger down tube in back. I assume the same pump that spins
bottom arm supplies pressure to top arm?

Yes it is the same pump that supplies the water to the bottom spray arm.

Check your impeller.

If you have broken any glasses the impeller could be damaged.

Here is a link to your dishwasher GLD4100.

I have broken glasses before. If the bottom arm spins well, doesn't that mean the impeller is ok?

If there is damage to the impeller it may not have enough force.
