Default Outside cooling fan not working

Model Number: t3rc-042k
Age: 5 - 10 years

I"m having problems with my Nordyne (Intertherm) outside comp. cooling fan. It doesn't start up. Duel capacitor new, and the comp. comes on, but no fan.
Is there any way I can test the motor with my continuity tester and save myself some cash, and eliminate if it is another prob? The motor has 3 wires comming out of it....blue (goes to capacitor), black (goes to board), and orange (goes to power contact). The blue and black are the only ones that have continuity. Orange seems dead. If this normal? Please give advice!!

Do You have a multimeter with clamp adapter ? or just a light ? If you have a meter with clamp, place clamp around orange to see if it is drawing any amps on attempt to start.
