Sounds like the compressor is not running.
DO NOT CHECK ANY THING IN THE CONDENSER WITHOUT SECURING THE POWER FIRST.
Possible bad capicator -- needs MF tester.
should be with-in 5% of rating on the side of the cap.
possible bad compressor. --
Could have wire burnt off one of the terminals on the compressor.
or wire burnt off the contactor.
usually if the compressor is shorted to ground it would trip the breaker.
could have a locked rotor. the compressor will try to start, making a hum noise them trip the safty. when it over heats. check the top of the compressor and feel if it is hot. If it is hot the compressor is off on internal overload.
