Default Compressor Fan Won't kick on

Age: 1 - 4 years

This thread was sort of visited earlier, but I did not see a clear answer.....My Carrier unit outside (4 years old) clicks and buzzes but the fan in the compressor will not turn on........Saw where it could be anything from a compressor failure to a relay circuit, and a lot in between...........I guess my question would be if that is failing to kick on, how is my heater still working in the house???

exp, 1.5, 1.4, 1.3 or 1.2
