i am having a problem with the condensor fan and compressor not working. i have a newly installed furnace by oil. i hear the relay kicking in at the condensor but fan and compressor will not come on and i have power to both sides if the relay. the blower on the heating unit comes on when on cool and on at the thermostat. i was wondering if i have a bad 24 volt transformer though the heating end of the unit works but no a/c. is there anything i can test with a multimeter to see if i have a bat transformer. what about the capacitor? can i jump anything out to get the a/c to come on. i spun the condensor fan by hand and it moves freely...

Thanks for any help on this matter...

I am assuming this is a CAC from your description. If you had no 24V the transformer would possibly be bad. Oil heat you most likely have a Honeywell R8184-M control on the burner which will supply to the thermostat.
Disconnect the outside electrical and check the relay coil it usually has the thermostat wires connected to it. Remove the wires and using ohmmeter test it. No reading replace the relay.
